The Arkansas State Claims Commission has been described as "the conscience of the State of Arkansas." It is a quasi-judicial Commission created by the General Assembly and designed to afford relief to those who have in some way been injured or damaged by the State of Arkansas.

The Claims Commission is a necessary and just segment of state government, since the State of Arkansas or any of its state agencies, boards, commissions, or institutions cannot be sued in the courts, due to the state constitutions' provision of sovereign immunity.
